As of iOS 8, there are new 24 languages support for Dictation. This tweak will add those languages to your earlier iOS versions. Then, you can just dictate in those languages (based on keyboard's language) as you wish. In my oppinion, adding languages support to Dictation can be done just from Apple server, not devices.
